John the Baptist did not qualify to hold the “Aaronic” priesthood.  He did not dress or eat appropriately.  He did not keep his hair in the manner it was to be and he did not follow the marriage law that priests were held to.

Secondly, dead people do not appear to living people to pass on a priesthood they’re not qualified to hold.
