    If you read the entire section you will realize that it is basically reviewing the Ten Commandments. This is actually stated in verse 28. What is meant by this is to not commit adultery, which is impossible if you are legally married. Thus it does not state that Polygamy is wrong, though it may state that at the time it was given the practice was not yet permitted.
